The designated user performs the task; observation is not based on “seems to understand.”
Evidence uses fictional data and contains no secrets.
Failed critical tasks route to remediation/retest.
Blocked tasks list dependency, owner, consequence, and next action.
Added tasks caused by extra systems or scope require change control.
Any failed or blocked applicable critical task prevents READY for the affected role and activation target.
N/A is permitted only when the signed scope excludes the task and the scope reason is recorded. For an in-scope but gated route, record BLOCKED and test the safe hold where possible. A safe-hold test may be PASS only for the hold boundary; it does not make the related workflow or activation target READY.
